Under federal law, a distinction is made between persons whose request for asylum is being considered (asylum seekers) and those who have already been granted the right to stay in Switzerland (recognised refugees, temporarily admitted refugees and temporarily admitted persons). The Federal Council has a declared objective of promoting the professional integration of people with a right of residence in Switzerland.

Chapter 4.8.5 of the SEM directives relating to foreign nationals sets out the conditions under which persons who are seeking or have been granted asylum may take up work (only available in German, French and Italian):
Employment for persons seeking or granted asylum (admin.ch) Recognised refugees (B permit), temporarily admitted refugees, temporarily admitted persons (F permit) and stateless persons (B or F permit)
Temporarily admitted persons, refugees and stateless persons are allowed to work anywhere in Switzerland. Since 1 January 2019, persons in these categories simply need to report that they have found a job, primarily so that they can quickly get on with integrating themselves into Swiss working life. The authorisation procedure no longer applies.

The form for reporting employment engaged in by recognised refugees (B permit), temporarily admitted refugees (F permit), temporarily admitted persons (F permit) and stateless persons (B or F permit) can be accessed here (available in German, French and Italian):

Only if you cannot send the form by email, print it out and post it to the local cantonal authority at the place of work (see list of addresses). Authorisation is required before employment can be engaged in by an asylum seeker. The reporting process does not apply. An application for authorisation for an asylum seeker to engage in employment may be made to the cantonal authorities. Asylum seekers may not engage in employment whilst they are in a federal asylum centre. Authorisation for temporary employment can be granted once an asylum seeker has been allocated to a canton and subject to certain conditions: the economic and labour market situation allows it, wage and working conditions are respected, and priority is accorded to the domestic workforce. In the interest of fairness in the job market, the cantons may grant authorisation to work in certain sectors only.
Only participation in occupational projects is possible without a permit. Almost all the cantons run occupational programmes which aim to provide participants with the basic knowledge they need for everyday life in Switzerland. The cantons also offer the possibility of participating in not-for-profit programmes. Information on available occupational programmes can be obtained from the local cantonal authorities.

The asylum procedure

These are examined during the asylum procedure. W e are committed to ensuring that asylum seekers in Switzerland receive a fair hearing. Asylum application An application for asylum is any declaration made by a foreign person indicating that he or she is seeking, in Switzerland, protection from persecution. Without an asylum application there can be no asylum procedure. In contrast to the asylum procedure, no formal criteria apply to the application itself. It can be submitted orally or in writing. All asylum seekers are assigned to a federal asylum centre with processing facilities, run by the Federal government in six asylum regions: Altstätten (Eastern Switzerland asylum region), Basel (Northwest Switzerland asylum region), Balerna and Novazzano [until further notice Chiasso] (Central Switzerland and Ticino asylum region), Bern (Bern asylum region), Boudry (Western Switzerland asylum region) and Zurich (Zurich asylum region). In its latest Global Trends reportExternal link released on Friday, the UNHCR says the cumulative total of displaced people has risen to 82.4 million. It marks the ninth straight annual increase in the number of people forcibly displaced. However, the number of asylum applications in Europe has declined. Only 11,041 asylum applications were submitted in Switzerland in 2020, according to the State Secretariat for Migration (SEM). This is the lowest figure since 2007. Filippo Grandi, the UN high commissioner for refugees, said conflict and the impact of climate change in places such as Mozambique, Ethiopia’s Tigray region and Africa’s broad Sahel area were among the leading sources of new movements of refugees and internally displaced people in 2020. They added hundreds of thousands more people to the overall count, which has for years been dominated by the millions who have fled countries such as Syria and Afghanistan owing to protracted wars or fighting. Resettlement The UNHCR said that 99 of the more than 160 countries that closed their borders because of Covid-19 hadn’t made exceptions for people seeking protection as refugees or asylum-seekers. Some 251,000 refugees were able to return to their country of origin in 2020, either assisted by UNHCR or spontaneously. This is the third lowest number of the past decade, and it continues a downward trend from the previous two years. Only 34,400 refugees were resettled to third countries in 2020, two-thirds of them assisted by the UNHCR. This compares with 107,800 the year before. “We urgently need more resettlement places,” said Anja Klug, head of UNHCR’s office for Switzerland and Liechtenstein. “The UNHCR calls on all states to increase their programmes. I hope that Switzerland will also accept more resettlement refugees, especially as the asylum application figures are very low. Resettlement saves refugees dangerous journeys and relieves the burden on states in crisis regions.” Article from Swissinfo.ch

Der Status „Hörer“ bietet eine hervorragende Gelegenheit, um in die Hochschulwelt (wieder-)einzusteigen, die Universität Freiburg kennenzulernen, das Vorlesungsniveau wie auch das nötige Sprachniveau zu testen. Hörerinnen und Hörer haben allerdings nicht die Möglichkeit, Kreditpunkte zu validieren oder Prüfungen abzulegen.
